Just a week ahead of the Group of Eight summit to be held in Germany next week, President Bush Thursday outlined his own proposal to combat global warming. A group of 15 or so nations will be invited to a meeting in the United States this fall as part of a plan to agree upon a global target for reducing greenhouse gas emissions by the end of 2008.
